For website optimization, are keywords and description in the source code important?

I was under the impression that content-rich text is more important than keywords and description in the source code? Is this true?

    Content-rich text is absolutely more important than keyword and description meta tags. Here’s a lowdown on the top 3 engines:

    Google:
    Keyword metatag … completely useless!
    Description metatag – completely useless for ranking purposes, but Google will pull the description into the accompanying desription in the search results, which makes it valuable.

    Yahoo:
    Keyword metatag … does help ranking, although only a very small impact
    Description metatag – does help ranking, although only a very small impact

    MSN:
    Keyword metatag … no value
    Description metatag – no value
